There was no issue of guilt or innocence. The Germans sent to the concentration camps were German. The non-Germans that were NOT selected for the camps were non-Germans. There was no distinction based on being German or non-German. Quite a few Germans found themselves in the concentration camps for having mental illnesses. The Nazi campaign was one of racial "purification", with those not deemed of proper heritage simply stripped of citizenship. Lacking citizenship, they could no longer apply for the protections afforded citizens - attorneys, a trial, etc. - and could be treated in essence as animals. Like animals, they could be detained, incarcerated, put to work, sterilized, or euthanized at the whim of the government. As far as the Nazis were concerned, concepts of guilt or innocence were no more relevant than if you were talking about an insect infestation or a herd of Army mules.
