In some places, like New Guinea, "clothing" can amount to a gourd placed over "the" male organ. Looking around, that generally seems to be some kind of accepted societal minimum. Naked equatorial island dwellers were presented on cable t.v. yesterday, and I don't expect the "law" to notice/bother about it.

My own earliest childhood recollections were of embarassment in public with any possible missing clothing, even a belt. How early do we actually learn this? Or, is it inborn?

Is "man" really different from "animal" in this rather vigorously enforced social convention for clothing? That seems to go all the way back to the aprons at the Garden of Eden?
