In this country, I'd criticize you rather harshly for not going to the police, but elsewhere...yeah, that's a tricky one. The welfare of the children is at stake, but the Eastern police have a rather unsavory reputation, and I don't know that I'd willingly place anyone in their hands. And...guilt by association is still a presumption over there, isn't it? It would be difficult to turn the one in and NOT have suspicion fall on his innocent associates. Your ex-friend's a vampire of sorts, bringing "energy" to his life by destroying others, leaving behind a trail of victims some of whom will emulate his behavior. You should write a book.
