I don't think so. With intelligently designed digital video techniques, practically anything is possible, though.

You have probably seen the old western movies with the stagecoach wheels appearing to rotate backwards. By blocking/selecting/controlling certain frames in the movie by eyeblinks or whatever, you might be able to correct this illusory motion. All without chemical aids.

Over the years, "we" have also gained insights into time perceptions by chemical modifications, haven't "we"?
