Even with that grant of executive option slack, I will optimistically assume that the USNavy takes pains to avoid close encounters of the strange kind with whales, whenever possible.

A submarine collision with a canyon wall with ensuing underwater landslides might be rather upsetting to the bottom feeding fish, North Korean made Russian sonar buoys, and rock-sucking abalone, too, you know.

(added) I saw a news note this Saturday Feb. 9 evening that a federal judge overruled President & commander-in-chief Bush. Before or after? I'm not sure about that constitutionally working.
