Since the various settlements in the Middle East are called "hills", and those "hills" consisted in part of rubble and trash, (Tel Aviv=aviv hill?) I submit that the first world class city was Rome. (For argument purposes, only.)

I haven't really heard/read much about how the Greeks or Incas handled their trash and garbage.

It might be illuminating if we knew when London or Paris got their first sewers. I'm willing to bet it was with the Romans.
