There is the event of the resurrection of the P-38 in Greenland,covered by National Geo. The drilled down and pumped heat in,pumped water out,voila. The resulting ice cave facilitated extraction.
In any event, an advanced laser technology could certainly carve out a cave and the weep holes needed to evacuate water without pumps, furthermore, any technology that can deal with space on a regular basis, could form operational spaces within polar ice.
