This is somewhat prompted by the ongoing presidential campaign dialogue.

I myself favor even high-investment government sponsored long term solutions to growth problems that politically just aren't otherwise going to go away. Temporary pain and sacrifice may even handsomely reward the present generations as they get older.

Example, the California State Water Project, taking surplus unneeded northern California water from the Sacramento river far southward in a large canal. That cost a bundle, but is probably indirectly making life around even brain center Palo Alto more rich and abundant with fresh fruits, nuts, and long-season salad ingredients.

The weather-moderating effects probably exist eastward, just are hard to quantify scientifically.
