It is not a given that public agencies always meet their obligations. I am not aware of any negatives about the CWP, however. After all, California state had the huge advantage of the free northern California Sacramento River water itself, and lots of thirsty agriculturalists and deep pocketed swimming pool owners.

In hindsight, that failed push for nuclear power was not so bad or ill-concieved , in the recent perspective. Shall we call it a failure of "majority" nerve, then?
