Clearly some cartoonist has lost contact with the real world. Item-1: there'd shoulda been just as many fleeing white folk in that audience, and a few Hispanics, etc. Item-2: we don't really have a "dole" anymore. What we have is some programs for families with children and a time-limited thing where if you can't get off your posterior in the time they give you, you'd better hope some cousin will lend you a place on his couch and a blanket. There are a lot of couches in use across the land. Since no announcement is likely to end the availability of couches, I doubt any such announcement would raise so much as a ripple. We'd just end up with more jobs with which to attract hard-working aliens.
