The bully has fun at the expense of his victim.

Another way to look at this is: unlimited fighting. Same basic idea - the winner's the one who's best at beating people up. If that's what we want, we can go to general and have us a fine ol' knock-down-drag-out and just leave politics out of the mix. Otherwise, I can't see how being better at beating people up actually says anything about the quality of your opinions.
